This PR:

  • adds the GHA workflow needed to build the fedora-clang-devel-san container (wasn't sure if it should go in the fedora.yml file, or if I should have instead added it to san.yml?
  • updates the README table to add both fedora-clang-devel-san and debian-gcc-devel-lto images
  • updates the badges used in the "size" column in the table in the README as the previous service used to generate these badges isn't working (see 403 errors fetching layer size information from Docker Hub microscaling/microbadger#77)

Thanks! fedora.yml is good as it depends on another step there, right?

Oh yeah, of course! I've just pushed another commit to update that field so it depends on the right step.
